Audit firm tenure and audit qualifications in Spain: a multinomial approach

Abstract

The Green Paper on Audit Policy by the European Commission has questioned the current regulatory framework of audit rotation in the European Union and it has encouraged additional research about the effects of long audit firm tenures on independence. Prior research has mostly limited to examine audit qualifications for reasons of going concern with samples of financially distressed firms. Such approach presents limitations in terms of the generalization of results. The approach we propose allows, on the one hand, for the inclusion of all types of audit qualifications in the analysis; while, on the other hand, it takes into account the particularly serious implications of going-concern qualified opinions for both, the auditor and the audited firm. Our results show that auditors seem willing to sacrifice independence in lengthy engagements, but only regarding non-going-concern qualified opinions. This result might have some interesting implications for policy makers, particularly in the current discussion about the necessity of mandatory audit firm rotation. If, as most papers do, we measure auditor independence only through the issuance of going-concern opinions, a mandatory firm rotation rule does not seem to be necessary. However, if all types of qualifications are considered, mandatory firm rotation could increase independence.

El Libro Verde sobre Política de Auditoría de la Comisión Europea ha cuestionado el marco regulatorio actual de la rotación de auditorías en la Unión Europea y ha alentado la investigación adicional sobre los efectos de las largas tenencias de firmas de auditoría en la independencia. La investigación previa se ha limitado principalmente a examinar las calificaciones de auditoría por motivos de preocupación con muestras de empresas con dificultades financieras. Tal enfoque presenta limitaciones en términos de generalización de resultados. El enfoque que proponemos permite, por un lado, la inclusión de todo tipo de calificaciones de auditoría en el análisis; mientras, por otro lado, tiene en cuenta las implicaciones particularmente graves de las opiniones calificadas de empresa en marcha tanto para el auditor como para la empresa auditada. Nuestros resultados muestran que los auditores parecen dispuestos a sacrificar la independencia en trabajos largos, pero solo con respecto a opiniones calificadas que no sean de empresa en funcionamiento. Este resultado podría tener algunas implicaciones interesantes para los formuladores de políticas, particularmente en la discusión actual sobre la necesidad de la rotación obligatoria de la firma de auditoría. Si, como lo hacen la mayoría de los documentos, medimos la independencia del auditor solo a través de la emisión de opiniones de empresas en marcha, no parece necesaria una regla obligatoria de rotación de la empresa. Sin embargo, si se consideran todos los tipos de calificaciones, la rotación obligatoria de la empresa podría aumentar la independencia.
